I'm no expert but I'd say fake for sure.
Backs of the lugs are rough as cobs.
Everything about the dial looks awful.
The "Steel" engraving looks like it's out of position in the circle of words.
 
The finishing and engravings on this watch are very poor, many elements are off center, the logo is in a bad font, and I can't see how this could possibly be a working perpetual calendar.

I agree with the others. I is so poorly finished that it would have to be a fake. Another indicatior is the price being asked. If it is too good to be true then that is likely the case.
 
There would appear to be hands missing from the two subsidiary retrograde scales. This sort of thing is common on inexpensive fakes.
