Moscow Standard Time (MSK) is 3 hours ahead of UTC.

The second one looks wrong.

Nobody answered on 24h forum.
Compare these Raketa pictures.
Look at London and Moscow.
The only person who propably understood, was an old seller in Estonia.
The red dialled one is the first Raketa I've seen with the world-time bezel marked correctly. I also noticed this fault on a friend's watch (the same Antarctic bases version as shown), and then went looking on the web for images of other Russian world-timers, and they all seemed to have London marked for Summer Time rather than UTC.

Does Estonia use the same time as Moscow or Kiev?

Tallinn (in Estonia) and Kiev (in Ukraina), and some other capitals, too, used the Moscow time, when they were part of Soviet Union.
