I doubted it was rare! Anything about the quality?
Seiko and Citizen make some of the best movement around so that is not a problem. You really need to hold the watch in your hand and feel if it has substance but we here in the vintage part of the forum generally snub our noses at watches like this. You could ask in the Russian watches part of the forum as they know everything about russian made watches.

If he just wants the "look" of a pocket watch without the hassle of a mechanical movement, then this is probably ideal. The case is a generic Russian design very similar to the ones used for late 20th century Moljina pocketwatches. Just keep in mind that it isn't waterproof or dustproof.
