So I think I am about to buy a Seiko from a dealer in Japan and I'm confused about the customs disclaimer I am reading on the different dealer sites... What does this mean? After I submit my payment online will the dealer charge me more based on a customs % or is this somthing all together different? I live in California... How does one get charged a customs fee? Totally in the dark on this one...

The dealer won't charge you extra. he needs the information so he can fill out the appropriate customs form necessary for shipping the watch to you. Unless he ships it via on of the big private couriers (such as FedEx), it's pretty unlikely that you will be charged an import duty.
