Not really and expert on vintage Ball, but I have been to the Museum tour a few times. Maybe Jeff Hess will pop in on this. I've never seen a Ball that said Cleveland on the dial (that does not mean it's wrong, just I've never seen it). Additionally I've only seen printed dials on Trainmasters not applied markers if it is from around 61. The lungs do not look right for TM from that time. It really does not look like any Ball I've seen from that time period, but again try finding the 1962 Skindiver that Ball showed at the Skindiver launch. Sorry I can't be of help and maybe someone with better vintage Ball knowledge will respond.
