Crystal Problem with 'New' Citizen

Just received a Citizen and it has a problem with the crystal. There is a gasket protruding from the edge of the crystal.

Can I repair it myself (if so how) or should I take it to a watch professional?

If it is NEW as in never used I would return it. If it is new to you then I would send it to Citizen's repair facility and ask them to repair it.
