This is a limited edition Raketa from a couple of years ago, only 200 were made and it's numbered on the caseback. It's the Pilot TU-160 W-30-18-30-C307. Raketa is one of the few watch brands that makes the majority of the watch in-house including the movement. Here's a descrption from Raketa:

Like the Russian supersonic Tu-160 aircraft (nicknamed the “White Swan”), the Tu-160 Pilot watch is distinguished by its sober design and its total reliability. The blue sunray dial recalls the shimmering of the sky that Tupolev pilots see at altitudes over 50,000 feet. The shock protection system of balance wheel protects the mechanism from shocks and vibrations. The key features of the dial have luminous paint which ensures that they remain perfectly visible during night flights, and are protected by an ultra-strong sapphire glass. The watch can resist pressure of 20 ATM (equivalent to submersion to a depth of 200 metres).
