It's clearly offset but the overall appearance seems legitimate to me. It looks like I'd expect an expired tritium lume to look. If it were me and I just wanted that watch, I'd assume the lume to be expired and I'd let the offset issue stand as is. If your eyes go to it every time though, that would likely irritate you too much so I'd probably pass. If, instead, you have a good local guy who can re-lume it, that's all you'll need to do and make sure he gets it centered.
The problem with such things is, if you know it's there (and you're the only one who notices it) you'll always fixate on it and you won't be happy. So it's probably a pass. You will likely find another better one down the line so no need to grab this one. But, if you've been looking and this is the only one you've seen in months or longer, maybe you have to lower your expectations and get it anyway. It really is a coin flip!
You should definitely ask for more pictures including some of the movement (this is quartz so you're not gonna see much) so you can confirm it's an actual OEM movement.
