Hi! I have an opportunity to buy this watch, and I got these pictures from seller.

Can you tell what it is and is it rare or just normal 17 jewel Poljot.

What price range it should be?

Seller says it is not working, and she don't have any idea what is wrong.

Found this old (and bad) catalog picture, and I think it is that same watch and from 70's.
Yes, that's it, and that picture is from a '70 catalog. Not pictured in a '72 catalogs so early '70s is correct. Since it was sold for only a short time that dial is a little more rare than some others. If you don't do your own service work and the watch is not working you must factor in the cost of a service by a watchmaker which means you really can't pay much at all. If it was in mint condition with its original bubble crystal and maybe some paperwork and a box you might be able to make it pay.

I'm just little more familiar with Raketas, and for now I have just one Poljot in my collection (Poljot Strela 3017).

I will give him some offer and see what she thinks about it.
