The movement is from 1946, so it wasn't original to the case. The dial, as you note, isn't typical either. I'd guess someone found an old case that was empty or had a non-functional movement, and swapped it out with the nearest match they could find.
Hello. This looks to me to be a watch that someone has 'put together'...movement / case /dial=from three (3) watches! Now: were the movement & dial to be put into a non-military case, well, that would be much better. And: there are quite a few cases that this Waltham will go into...I'd look for one! It's a nice-quality 21J movement...deserves a better home.
