If the hands have been fitted corectly, then it appears to be behaving like a 24 hour. With that big black ship on the dial, I'd favour replacing the hands with the same size in a silver finish for better legibility.

This watch is a Petrovorets Spare Parts Special i.e. built in the factory from surplus components. The dial is more usually seen in the big case with rotating inner bezel. The case is a small dress-watch size (~35mm sans crown, 18mm lugs) often used for the Cardinal brand OEMs. Consequentially this watch (and many other recent Raketas) is the smallest 24-hour on the market.

Yes it is!!

It must have a 2628 movement just like my lovely PAKETA :-! As for the hands are OK too. Black with yellow gold is fine.
