Welcome to Watchuseek! That looks rather like a 1980s quartz watch from here. Even if mechanical, it will almost certainly have a simple ladies' form calibre inside. I doubt that it would be earlier than the 1970s.
J Fresard (or someone who still uses the name) is active on eBay and sells a bunch of NOS Lip parts (and a few Fresard chronographs), so perhaps you could drop him a note directly? They have a website, too.
