...'base metal' refers to what the case is made of. I believe it's some sort of alloy; there are more knowledgeable folks than myself here who can probably tell you exactly what 'base metal' consists of. Bulova used two-character alphanumeric date (year) codes; the 'N0' is one of these and it represents the year 1970 (the letter represents a decade and the number represents the specific year; I've seen L=195x, M=196x, N=197x, and P=198x).
