I just bought a Glycine Combat Sub from ashford for $329.00. It’s right at 11mm thin. And it houses either the ETA2824 or the Selita version of it.
Its really an amazing value in my opinion.

If you don't mind going up in price a little bit NTH subs are hard to beat for quality and extremely thin. They punch way above their weight. Nice used models can be had for low 400s.

I would look into a pre-owned yema. They are great watches with good history and can be found for around your budget.

Owned everything from Casio Duro to Submariners. $300 and under the Scurfa D1-500 can’t be beat.

If you stretch a bit, the NTH’s are also fantastic watches in the $400-500 price point.

Citizen BN0000-04H is a lovely fun watch. It's hard to come by but has a cult following and looks/wears great. Makes finding one even more fun!

There’s a brand you should check out called RLG. They used to go by Richard Le Grande I think, but they do some divers around that price point that are 12.5mm thick or so
