I have a Seamaster 30 from the early 1960's (JD125.003) 40 micron gold plate. The watch's dial shows patina on it, and I am wondering what are my options- any source for NOS dials, or a redial? And if the later, who are the best refinishers around?

It is unlikely you will find an exact NOS dial to replace yours. You can try eBAY and wait for something to show up. Depending on the condition of the dial you might want to think about redialing. If the dial is in bad shape it could be redialed, but you might take a hit as far as value is concerned. If you post a picture of the watch it would be easier to comment on the specifics.
