Cute piece! Sheffield was an American company. Back in the day distance calls could be timed in 3 minute increments. You can see how the Time O Phone could have been handy.
I did find this small pic . You can see the wheel that sits above the watch case.Very simple watch and perhaps it has no spring to return the timing hand so you just wind it back? Others may know more.

I was wondering how the watch should function but it was not a wrist watch at all. And it seams Sheffield had try to implement different (useful at that time) functions like "Parking Meter".
