I just wanted some confirmation, The "gooseneck" feature just makes it easier to adjust the movement, but does nothing to regulate the timing? If a buyer never intended to adjust their ST1901 chronograph, then I assume the extra money for the gooseneck is unnecessary?

Confirmed - though remember if you get it serviced it's always nice for your watchmaker to have a way to finely adjust/regulate the movement (if you care about accuracy) - the standard arm can be quite hard to finely regulate (I like to pick movements that have easier to regulate arms - either swan/gooseneck, screws or other adjustment features).
