I am new in this corner. My question is if a transaction failled (description, shipping lost ...etc) who will responsible for this? seller or buyer? Thanks

I feel that if the seller did not describe it accurately, then the seller is responsible. But if the buyer made ASSUMPTIONS and did not ask before bidding or buying, then the buyer is responsible. If you're unsure about anything, ask first!

About lost in shipping...that's a tough one. When I sell something on Ebay, I'll get insurance on an expensive item. It's something that sells for only a few bucks, then I state this: "Insurance is optional at $x.xx, but I will NOT be responsible for uninsured packages once they're in the hands of the shipper."
