It is a marketing brand that uses a vaguely French sounding name to associate itself with watchmaking places.

As it is a quartz watch, it should be perfectly reliable and accurate. For the price, it certainly isn't a bad deal. It is a fairly large watch, so your friend might want to try something this size at the mall (Raymond Weil do a similar-shape 42mm Freelancer) before ordering, if they don't already know that size is good for them.

I don't see why you couldn't recommend it. I had an LP skeleton watch for awhile. It was an AP Royal Oak homage. It was nice. Seemed well made, had a decent chinese automatic movement, and actually admitted it. Sometimes I miss that watch.

I have read that Lucien Piccard used to be a fairly well known, and respected brand, originally started in 1923. The new Lucien Piccard is like ckot said, a marketing company and the models are not as well regarded.
