yeah.. is quartz.. and i dont really think that can qualify in the HEQ
Movement-wise, probably not, since none of us seem to recognize it. My stock answer on whether something's an HEQ is that it either needs an outstanding movement (examples would be thermocompensated or springdrive), or it needs an outstanding case. The watch you're talking about could qualify for the latter if it's extraordinarily robust.

......perhaps the 1000m 'tunacan' could qualify on the basis of case design, but it also has the 7C46 which i think has accuracy rating in the 'sveral seconds per month' area.

I don't think the 7C46 is "high end" per se, but it is extremely tough and can take a beating, hence it's use in dive watches that are used by professional divers.
