Apple has released watchOS 5.2.1

Apart from security updates, the primary feature appears to be
support of electrocardiogram and heart rhythm notifications in
five additional European countries.

You can read the details at the Apple website. --> watchOS 5.2.1

Already weirdness.

Came home to find the sensors blazing (green light) underneath my Series 4.

Took it off the charger after the update which was the exact time it started reading pulse info.

Heh! Wonder why it was trying to take your desk's pulse...

This line in Apple's document linked in the OP is interesting:
Disables accessories with insecure Bluetooth connections
I wonder how it determines "insecure". They probably don't mean "unstable".

Bluetooth v2.1 requires encryption for all normal operations and offers
secured pairing, I think. Encryption could be disabled in prior versions.
Perhaps Apple is requiring a more recent Bluetooth version.
