Can someone help me with this Chase Durer "Wing Commander" Chronograph?

Hey guys, I bought a bunch of Chase Durers a month or so ago and I've been fixing them. The watch in this picture below has a Seiko VX52 (if I remember correctly). Everything seems to be working, and I've been wearing it off and on.

I'd like to get it perfect, but I wanted to ask a question (probably dumb) before I start screwing with the hands again. As the watch sits in the image below, I've reset the watch chronograph. This is the resting location for the second hand in the top complication, and the large red second hand in the center. The "resting" / reset location seems to be 15 degrees for both, and also the bottom 60-second complication is pointing at 6, which would be the 7:00 location. Is this normal, or do I need to pull the hands off and adjust them again to the top? I could have sworn I adjusted them already, and they somehow made it back again to this location. Common sense tells me that ideally it should all be pointing at the 12:00 location, but just want to make sure before I tear it apart again. I thought maybe there's some like 5-second buffer so you could be like... ok... once it goes past 12:00... then I'll say GO!!! or whatever... haha...
