I just got this off the Bay and it's really clean but slow about 1.5 mins/day. Not too much a concern. The seller is in the USA and sells a lot of Indian goods as well as a few Seiko 5's "Refurbished and Serviced".
No doubt the watch was cleaned up in India.
But is it a "Franken"?

The dial reads 7009- 2144 R 2.
The case back reads 7009-876A
The movement reads on the rotor 7009A

My only real concern concern is that the case back was really really buffed out. The Seiko at the top looks really buffed over, and the serial is only 4 digits not 6. But, I can see artifacts of the missing two digits to the left of the 9995.

Looks like a typical Indian aftermarket dial and hands to me, the case back is polished as much as the case so they probably match. The movement , can't say i am afraid as not familiar with what it should be. Looks clean though as not having any discoloration or staining typical of some i have seen from India.
I would say it is a Franken.
