If this is a quartz and all you need is the case buffed, a new battery and the crystal buffed, there are any number of places you could visit. Most malls have at least one watch place with a watchmaker on hand. Or, do a Google search for the watch repair "your town" and you'll find options in your area.

Isn't that a Fossil brand? If so call them. Or refer to the owners manual for a customer support number. They should be able replace the crystal assuming the bezel isn't damaged.

You're probably making them think that they need to repair it. They don't -- as noted, this is a battery change and polishing, which should be casually available. The brand is irrelevant for what you need.

 

Google Fast Fix Jewelry Repair. They are in US malls, and in my experience do good work.

Or just buy a new watch!

Any competent repair shop can buff a case, replace a crystal and change a battery.

 

In my experience, goldsmiths do a better job when it comes to polishing/brushing bracelets and cases. Many also have batteries that they can swap out for you. I've never heard of polishing scratches out of a mineral crystal, don't think that will work.
