would 20 or 22mm metal band work with 21mm lug width?

Yep, 21mm watch bracelet interhorn width, and almost no choices for a 21mm metal bracelet out there.

Should I try 20 or 22? I'd assume 20 could work, especially with spring lugs.

With mesh, could I buy 22mm and simply remove one chain link from the ends that hold actual lugs?

Any experience/advice?

Apart from it sliding back and forth, with an undersize bracelet/strap you risk pulling the spring bars out inadvertantly because they have room to move and grab on the bracelet/strap internals and potentially come out at one end, watch dropped - jaw dropped - this won't happen if it's spot on size

20 will work. 22 most assuredly will not - unless you file the sides of the end links down a bit. It wouldn't take much.

So I'd probably go 22 and file them down to fit, as the 20mm will have a noticeable gap at the lugs, plus the bracelet might look a bit too narrow with the watch.

A 22mm mesh bracelet should fit as is, without any link cutting. I was able to fit a 22mm mesh bracelet to my Tag Aquaracer with 21mm lug width. The link on the end gets pushed a bit towards the center, but it didn't cause a problem. I was able to get to the spring bar without any issues to remove the mesh. Now it would, obviously, have to be a mesh bracelet like you pictured, not one with a solid tube at the end.

Looks a bit better than putting a 20mm strap / bracelet on as there'll always be that gap there. One of those things that once you notice it, it always bugs you. At least it bugs me.

i would file down a SS bracelet only if it was a straight end or cut one link from a mesh

for leather and i do this quite often... i buy 24mm for my 23mm VSA's and it's pretty much just a little squeeze between your fingers so that it fits and then the leather stays as 23mm... no need to cut.
